<p>REPRESENTATIVES from the business, civil society, and government agencies met Tuesday in Cagayan de Oro to draft a road map for the economic future of Mindanao by 2020. Mindanao Development Authority (MinDA) Secretary Luwalhati Antonino said during the Mindanao Economic Policy forum that many of the issues confronting Mindanao today and the strategic way forward actions that need to be pursued are embodied in the Mindanao Peace and Development Framework plan (Mindanao 2020) which MinDA presented to President Aquino in 2010 as the administration&#8217;s agenda for Mindanao. In the Mindanao 2020 plan, the economic policies are embodied in the 10-point agenda. &#8220;This holistic, integrative and multi-dimensional plan is hoped to transform Mindanao into a peaceful, integrated, cohesive and dynamic isLand-economy that will be at the forefront of our country&#8217;s sustainable development within the next twenty years,&#8221; Antonino said.</p>
<p>Antonino added that the blueprint for Mindanao&#8217;s future goes well beyond economic and infrastructure development, and addresses other dimensions that are integral to Mindanao&#8217;s holistic sustainable development, such as peace and security, human development, and social cohesion, governance and institutions. Antonino, who was appointed to the position as MinDA Secretary by President Aquino, said the government&#8217;s policy is to endeavor to pursue progress and transformation for the isLandregion, not only in the context of securing peace amid history of confl ict but also in terms of harnessing its inherently rich economic potentials for the benefi t primarily of Mindanawons. In the formulation of Mindanao 2020, the following guiding principles were adhered to:</p>
<p>Holistic and integrative planning, which addresses the social, economic, environmental, cultural, political/institutional and spiritual dimensions of human welfare as interrelated and mutually reinforcing concerns; Environment and natural resources as the foundation for the peace and development roadmap to the future of Mindanao, implying that these must endure and be judiciously sustained into the future; Considerat ion for the larger national, regional and global context, i.e. planning with full consideration of the dynamic changes in the national and international Landscapes; Subsidiarity, asserting that units of governance closest to the people must be the primary determinants of actions and interventions to address problems and issues that begins in communities; Pluralism and cultural diversity as a strength that can be harnessed through appropriate attitudes and motivation;</p>
<p>Paramount importance of good governance in effectively addressing injustice and poverty, and in promoting sustainable development; Participation of women and youth as essential elements for the success of various peace and development interventions; Affi rmative action and a preferential option for Mindanao to redress traditional injustices and restore confl ictdamaged facilities and institutions; Sensitivity to the various dimensions of confl ict in addressing traditional challenges; and Wide ownership secured through a participatory plan formulation process, critical to gaining wide support towards its successful implementation.</p>
<p>Antonino added that it may sound like an ambitious plan for Mindanao, but that Mindanao 2020 is fi t for the people of Mindanao. &#8220;We should dream, we should not be content with what we have now, and this is not for ourselves but for our children, they will benefit these policies,&#8221; Antonino said. Sam Chittick, governance advisor of the Austalian Assistance for International Development (AusAID), said &#8220;Mindanao must change. That the opening sentence of the Mindanao 2020 report sets out the fundamental challenge for everyone here today, and all those interested in future growth and peace in Mindanao. This statement, through the voice of all Mindanawons, challenges each of us to consider what we&#8217;ve done, what we are doing, and what we can do to help change the fundamental dynamics that have constrained Mindanao for decades.&#8221;</p>
<p>Chittick added that the Mindanao 2020 is a labor of love for many people &#8220;including some of the best and brightest minds of Mindanao, like Dr. Ciel Habito, Ella Antonio, Fr. Bert Alejo, Fr. Jun Mercado, Dr. Ric Eguia, Marian Roces, Edtami Mansayagan, Samira Gutoc, and Dean Tony La Vina,&#8221; Chittick said. Chittick added that these authors were responsible for many consultations around Mindanao, and a large part of their role was listening to the desires of the varied interests of Mindanawons. Antonino said the Mindanao Economic Policy forum would hopefully be able to fruitfully discuss, validate and supplement the observations and analysis contained in the policy papers so as to generate shared consensus, offer alternative perspective and recommendations.</p>
<p>She added that the policy papers will be presented by experts from the Brain Trust led by former National Economic Development Authority director Dr. Ciel Habito, whose team had assisted MinDA in the formulation of the Mindanao 2020. &#8220;In line with this, the administration of President Aquino is truly committed to give Mindanao the attention it deserves in the pursuit of our social development and poverty alleviation initiatives, apart from our general thrust for inclusive growth and widely-shared economic development,&#8221; she said.</p>

<p>To help local government units and regulated industries, the Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB), signed an agreement with the Development Bank of the Philippines (DBP) that will boost green financing in the country, by providing concerned stakeholders access to the best financing program available for their environmental improvement initiatives.</p>
<p>The agreement, signed on April 12 at the DBP Executive Lounge, was inked by EMB Assistant Director Gilbert Gonzales for the DENR and DBP President Francisco Del Rosario Jr.</p>
<p>Under the agreement, the EMB will work hand-in-hand with DBP and other financial institutions to assist its stakeholders in gaining access to financing programs that will support projects on improved environmental compliance, pollution control, waste management, and climate change mitigation and adaptation.</p>
<p>Gonzales conveyed the DENR’s optimism on the partnership as it seeks to help industries and other establishments, including government offices, to comply with existing environmental laws and standards.</p>
<p>“We recognize that the reason for non-compliance [to environmental requirements] is due to lack of funds to support investments in environmental improvements and pollution control. Through this partnership with DBP, we hope to address this gap and strengthen the implementation of the country’s environmental laws,” he said.</p>
<p>Del Rosario stressed that the agreement provides a framework for a partnership arrangement between DBP and EMB for purposes of providing training and consultancy services to improve the country’s efforts to clean and protect the environment.</p>
<p>“The DBP continues to reaffirm its commitment to help industries, especially those cited for violation, to bring them back to a state of compliance and improve their environmental performance,” the DBP president said.</p>
<p>In 2011, the DENR cited DBP for its green operations and was given an environmental excellence award during the 2011 recognition awards for eco-friendly government offices.</p>

<p>ZAMBOANGA CITY &#8212; The government of the Autonomous Region in Muslim Mindanao (ARMM) and the Mindanao Development Authority (MinDA) have agreed to establish a one-stop shop that will inform investors of regulatory requirements and facilitate processing of applications for permits.</p>
<p>“The agreement is aimed at boosting local and foreign direct investments in the ARMM, which is among the three-pillar thrusts of the new ARMM government, along with reforming its bureaucracy and upholding peace and security,” MinDA said in a statement on Wednesday.</p>
<p>Subject of an agreement signed during the 1st ARMM Economic Summit held in Cotabato City last March 27, the envisioned center forms part of efforts to attract more business to the area that has suffered from an image as being affected by widespread conflict.</p>
<p>The statement quoted MinDa chairperson Luwalhati R. Antonino as saying the one-stop shop should help bring down the time and cost of doing business in ARMM.</p>
<p>“With the memorandum of agreement, MinDA and the ARMM regional government shall establish a one-stop shop that would facilitate business transactions faster, easier and more convenient [sic] for prospective investors,” the statement said.</p>
<p>ARMM &#8212; composed of the provinces of Maguindanao and Lanao del Sur, as well as the island-provinces of Basilan, Sulu, and Tawi-tawi &#8212; has a predominantly Muslim population of about three million.</p>
<p>Years of conflict and corruption at the local level have contributed to persistent poverty and kept away businesses from outside.</p>
<p>MinDA said it hopes the new facility will help lure agro-industrial investments and encourage the setting up of small- and medium-scale enterprises that will generate more jobs for locals.</p>
<p>ARMM’s Regional Board of Investments, in coordination with MinDA, is currently facilitating the entry of two companies that are planning to expand their banana plantations in the region, the statement said further.</p>
<p>It noted a study funded by the Australian Agency for International Development that showed ARMM &#8212; as with much of Mindanao &#8212; has a climate conducive to producing a wide range of high-value agricultural crops.</p>
<p>The study noted ARMM’s fertile soil yields crops like cassava, white corn and coffee that are superior to those grown elsewhere in Mindanao.</p>
<p>Unlike neighboring regions whose lands are now extensively farmed, there remain large tracts of fertile land available for farming in the region.</p>
<p>The study also noted ARMM’s competitive labor cost.</p>
<p>Data from the Labor department showed, for instance, that ARMM has a daily minimum wage of P232, compared to P389-426 in Metro Manila, P240-305 in Central Visayas and, in a raise approved just last March 26, P240-270 in Central Mindanao.</p>
<p>“It is useful to note that there are a number of companies that have dared to invest in ARMM and have actually done well,” said Cielito F. Habito, a former socioeconomic planning secretary under ex-president Fidel V. Ramos and now economic adviser to ARMM Governor Mujiv S. Hataman.</p>
<p>Mr. Habito cited La Frutera, a banana export venture in Datu Paglas, Maguindanao, that supplies multinational firm Unifrutti and Agumil, a Malaysian-owned palm oil processing company in Buluan, also in Maguindanao.</p>
<p>Another example is the Matling Industrial and Commercial Corp. which has been processing cassava into flour in Malabang, Lanao del Sur, since 1928 and is the largest cassava processor in Mindanao, he said.</p>
<p>“Lamsan, Inc. has been manufacturing corn starch and other products from corn in Sultan Kudarat, Maguindanao, for four decades now,” he added.</p>
<p>“Philippine Trade Center, Inc. is another corn starch manufacturer in the same municipality.”</p>
<p>Mr. Habito said another company, EA Trilink Corp., registered a P1.5-billion investment in ARMM last year to upgrade the region’s information and communications technology network. &#8212; DTW</p>

<p>MANILA, Philippines — Starting this July, state-run Home Development Mutual Fund (HDMF or Pag-IBIG) will double its current maximum loanable amount for members to P6 million from the current P3 million, Vice President Jejomar C. Binay disclosed.</p>
<p>Binay, concurrent chairman of the Pag-IBIG board of trustees made the announcement during a dinner meeting with Filipino community leaders in Seoul, South Korea on Sunday.</p>
<p>Pag-IBIG raised the maximum amount to P3 million from P2 million in 2009 amid increasing demand for loans both from middle-income earners and real estate developers.</p>
<p>Binay also bared that by July, new members would be allowed to avail of a housing loan even without the required 24-month membership residency.</p>
<p>&#8220;Ito ay sa pamamagitan ng pagbabayad ng buo ng kinakailangang buwanang kontribusyon (One only has to pay in full the required monthly contribution),&#8221; he explained.</p>
<p>The government housing czar also revealed that Pag-IBIG will be lowering the interest rate on its low-cost and socialized housing loans.</p>
<p>Loans amounting to P400,000 and below will only have an interest rate of 4.5 percent yearly. On the other hand, loans above P400,000 up to P750,000 will have an annual interest rate of 6 percent, Binay said.</p>
<p>The Vice President said the new policies were drafted in the hope that more members would get a chance to realize their dream of owning a house.</p>
<p>Pag-IBIG currently has over 10.2 million members who are mostly middle-income workers. Of the total membership, Overseas Filipino Workers account for 1.5 million.</p>
<p>Last year, Pag-IBIG posted a gross income of P24.8 billion in 2011, its biggest in 31 years according to Pag-IBIG Chief Executive Officer Darlene Marie B. Berberabe.</p>
<p>Last year&#8217;s gross income was also 11 percent higher than the P22.4 billion recorded in 2010.</p>
<p>&#8220;Our net income is at P11.959 billion, while our total asset level is now over P302 billion,&#8221; Berberabe said.</p>
<p>The Pag-IBIG Board of Trustees, on the other hand, approved the declaration of P8.491 billion worth of dividends for 2011 which will be divided among its members.</p>

<p>MANILA, Philippines &#8211; The issue of poor land use planning is being left out in the current discussions on why disasters keep happening in the Philippines.</p>
<p>According to Dr. Walter Salzer, director and principal advisor of the ?Environment and Rural Development Program (ERDP) of the ?Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), increasing threat of climate change and the effects of disasters being felt every year in almost all areas of the country highlight that land use planning, use and management, is not only about physical planning, but also makes sense on the social and human aspect.</p>
<p>Land use planning, Salzer insists, is a very important instrument in disaster risk management.</p>
<p>The goal of land use planning for disaster risk management, he explained, is to achieve a utilization of land and natural resources which is adapted to local conditions and needs, and takes into account disaster risks.</p>
<p>Natural hazards such as floods, landslides or even earthquakes become disasters when people and physical infrastructures are not able to cope with it.</p>
<p>The devastation, Salzer said, is explained not only because of the country’s exposure, but also by the vulnerability of the Philippine society.</p>
<p>This vulnerability is further worsened by the lack of prevention and preparedness, or appropriate emergency management systems which leads to various losses – human life, structural and financial.</p>
<p>The resulting loss, ranging from minimal to life-changing, Salzer said, depends on the capacity or resilience of the affected communities to support or resist the hazard.</p>
<p>Land use planning and management, or lack thereof, Salzer stressed, is a key underlying cause that needs to be brought to the forefront.</p>
<p>The poor’s existence, Salzer elaborated, is greatly interlinked with their environment. Their options of where to settle and obtain their livelihood from are limited. Their options of settlement are often limited to marginalized locations like riverbanks, steep slopes or near coastal shores. When disaster strikes, they usually do not have the resources to recover quickly.</p>
<p>Salzer pointed out that there are nearly 100 million Filipinos of whom close to 30 million reside in rural areas in a state of poverty.</p>
<p>The resilience of the lands, from which they depend on for food, shelter, water and livelihood are, thus, weakened, Salzer observed.</p>
<p>Natural protections such as forests and mangrove swamps may be destroyed or damaged through unsustainable resource exploitation.</p>
<p>Poverty, hunger and settlement on hazardous land are induced by increasing demand on water sources, soil fertility and natural resources.</p>
<p>Land administration, Salzer pointed out, involves protecting the remaining forest cover of the country.</p>
<p>But “land” in its broadest definition, Salzer said, extends from “ridge to reef”, and each type of land, from forest land, lowlands and coastal areas, require mandated plans, that determine these areas optimal use and management.</p>
<p>To minimize flooding risks, Salzer said, the whole watershed area needs to be looked at. In order to minimize water run-off, forests or forest-like land use systems needs to be restored or other adequate water conservation measures need to be put in place.</p>
<p>At river deltas, like the ones in Cagayan de Oro and Iligan, Salzer said, a good portion need to be reserved for the undisturbed water flow or the river beds need to be regulated in a way that excess water can easily drain into the sea.</p>
<p>Unprotected settlements close to rivers must be avoided by all means or adequate protection wall should be established.</p>
<p>Good land use and planning, the ERDP director said, are essential for the prevention of disasters. Good land use planning is comprehensive, it determines various sites in a city and municipalities: boundaries of different types of lands, settlements, livelihoods (agriculture and economic areas) and provides the means for services and infrastructure.</p>
<p>Absence of a comprehensive land use plan, Salzer warned, can lead quite literally to a disaster: socially, economically and environmentally.</p>
<p>Good land use and planning brings many other benefits. It provides the best investment options for land and water use; helps preserve ecological balance to sustain food security and economic growth, and provides for local revenue generation, investment budgeting and expenditure management, and monitoring to implement projects.</p>
<p>Most importantly, Salzer said, in light of typhoon Sendong and various other calamities that have caused great losses, good land use and planning reduces illegal use of land, conversion and destruction.</p>
<p>GIZ is a federally-owned enterprise that supports the German government in the field of international development cooperation.</p>
<p>For more than 30 years now, GIZ has been cooperating with Philippine partners in strengthening the capacity of people and institutions to improve the lives of Filipinos in this generation and generations to come.</p>

<p>POWER shortage continued to stall businesses in several provinces in Mindanao as the National Grid Corporation of the Philippines (NGCP) started imposing load curtailment in 33 electric cooperatives as power supply has fallen due to alleged generation deficiency.</p>
<p>NGCP, the private sector operator of the state-owned transmission grid, is projecting an average shortage of 179 megawatts (MW) for the island next month to as high as 345 MW in April.</p>
<p>“The curtailment is Mindanao-wide. I don’t know how many cooperatives there are but everyone is affected. (Power) reserves are in the negative. We’ve been on Red Alert for several weeks now,” said NGCP spokesperson Cynthia Perez Alabanza.</p>
<p>Severely affected are the provinces of Maguindanao, North Cotabato, South Cotabato, and most parts of Sarangani, which are now suffering power outages lasting one to six hours.</p>
<p>Also affected by the load curtailment are General Santos, Cotabato, Iligan, Surigao, Kidapawan, and Zamboang<br />
NGCP corporate communications officer for Mindanao Milfrance Capulong said only Davao and Cagayan de Oro cities have so far not been affected by the power outages because of the sufficient resources of local power firms.</p>
<p>Davao City has a standby power plant, which helps avert blackouts at this time.</p>
<p>“We impose load curtailment to protect the stability of the (Mindanao) grid. Let’s say that the grid is the national highway; everybody taps into the grid. Kung magkaroon ng problema yung grid, walang makakagamit ng kuryente maski may dumadaloy na kuryente,” Alabanza stressed.</p>
<p>In a power sector forum organized by the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. last week, Eugene H. Bicar, assistant vice-president for Mindanao systems operations of NGCP, showed that from the 727 MW of installed capacity, the current peak capability of the Agus hydropower plants is only 467 MW.</p>
<p>The lower output can be traced to several issues, officials said.</p>
<p>Pedro C. Ambos, Jr., National Power Corp. (Napocor) officer-in-charge for operation and planning, explained in the same forum that the state power firm could not operate the hydropower plants at maximum capacity as the discharge of water that will allow such output will flood low-lying areas in Lanao del Sur province where the plants are located.</p>
<p>Agus 1, for example, is limited to 45 MW from its 80-MW installed capacity, even as the power needs of the distribution utilities in the last quarter have outstripped the allocation in their contracts with Napocor, he said.</p>
<p>Mr. Ambos also admitted that Napocor’s funds for maintenance and operations have been cut in preparation for the planned privatization of the power plants.</p>
<p>Construction of infrastructure to protect communities from possible flooding, he added, is being undertaken by the Department of Public Works and Highways.</p>
<p>NGCP’s Mr. Bicar, for his part, stated the company’s position that Mindanao’s power woes are due to generation deficiency and not due to failure to renew Ancillary Service Procurement Agreement with power barges.</p>
<p>“We could not construct a power plant,” he said.</p>
<p>Meanwhile, the Mindanao Coalition of Power Consumers has sent out a petition to discontinue the implementation of the Leyte-Mindanao Interconnection Project of the NGCP.</p>
<p>“We believe that there is no need to carry out the phase 1 work, despite its approval by the Energy Regulatory Commission, as it is no longer economically feasible to carry out the main project itself,” the petition reads.</p>
<p>The coalition noted that the project was deemed feasible in the mid-’90s when power was considered to be transmitted from the geothermal plants in Leyte. However, with the present power requirements in Luzon and the Visayas, the power generated in Leyte would not be enough to supply Mindanao as well.</p>
<p>In Davao City, customers of the Aboitiz-led Davao Light and Power Co. will pay an additional P0.2276 per kilowatt-hour (kWh) this month as Napocor started to impose its so-called dry season rate.</p>
<p>Mindanao’s power supply is heavily dependent on hydroelectric power.</p>
<p>Rossano C. Luga, company spokesperson, explained that the rate has been applied since two years ago based on the imposition of the state-run power company.</p>
<p>Davao Light, however, said the transmission charge based on the billing from the NGCP will be lower by P0.0665/kWh as a result of lower ancillary charges. Ancillary charges are imposed on power consumed from sources that only operate as needed.<br />

<p>The House of Representatives has approved on second reading a bill authorizing the Land Management Bureau (LMB) to conduct a nationwide cadastral survey to curb the proliferation of fake land titles.</p>
<p>House Bill 5870 authored by San Juan Rep. Joseph Victor Ejercito aims to restore the integrity of land titles by identifying bonafide landowners and claimants.</p>
<p>Ejercito said land owners must be protected against defective titles. The integrity of the Torrens Title System, as a foundation of ownership to real property must be enhanced, so that in the end, the faith and reliance of the people on the integrity of the land title will be restored.</p>
<p>Under the measure to be known as the “Cadastral Survey Act of 2012,” the LMB is authorized to conduct a survey of the entire country.</p>
<p>The survey shall consist of research and reconnaissance; establishment recovery and densification of project control and political boundary surveys.</p>
<p>Survey activities further include lot surveys, inspection, verification and approval of survey returns.</p>
<p>The LMB is mandated to award any survey contract, subject to applicable bidding rules and regulations, to qualified geodetic engineers engaged in survey work with the most advantageous terms to the government.</p>
<p>The bill directs the Department of Environment and Natural Resources to include in its program the implementation of this Act and the inclusion of its funding in the annual general appropriations.</p>
<p>The bill was endorsed for plenary approval by the House committee on natural resources chaired by Surigao del Norte Rep. Francisco Matugas.</p>
<p>The co-authors of the measure are Matugas and Cavite Rep. Joseph Emilio Abaya.</p>

<p>Vice President and Housing and Urban Development Coordinating Council (HUDCC) Chairman Jejomar Binay and the National Housing Authority (NHA) approved the purchase of properties to be used for the development of resettlement projects for “Sendong” survivors.</p>
<p>NHA general manager lawyer Chito Cruz said the agency will buy four properties in Cagayan de Oro, two in Iligan and one in Dumaguete for a total amount of P237 million.</p>
<p>“The sites will be subjected to geohazard surveys to ensure that the communities that we will build are safe and environmentally-sustainable,” the Vice President said.</p>
<p>The NHA also allotted P288.8 million for the construction of 14,709 housing units. Each unit will cost P110,000, of which P40,000 will come from the NHA and P70,000 from the Department of Social Welfare and Development.</p>
<p>“The resettlement projects will have socio-economic facilities and police outposts. We will also make sure the availability of basic services for the use of the beneficiaries,” Binay said.</p>
<p>Meanwhile, Cruz announced that Sendong survivors with existing NHA accounts as housing beneficiaries in the three cities can now apply for a 3-month suspension of payments on their amortizations.</p>
<p>The moratorium will cover on January to March 2012. Delinquency charges will not be imposed within the duration of the moratorium and payment within the period will be charged to the hierarchy of payments.</p>
<p>Homeowners may file their amortization suspension applications until March 15, 2012 at the NHA Project Office in his or her area for approval by the Project Manager.</p>

<p>HLURB Board Resolution no. 885, published in a daily yesterday, declared an indefinite moratorium on the issuance of any development permit and license to sell to all subdivision and other development projects involving ancestral lands or domain as declared by the regulatory agency.</p>
<p>The order was issued, it noted, to &#8220;avert dubious application of the IPRA (Indigenous Peoples Rights Act) law.&#8221;</p>
<p>The moratorium will take effect on March 1 and will be in place until &#8220;such time that the identified concerns particularly on the transfer and disposition of lands are clarified and settled by the proper authorities.&#8221;</p>
<p>The resolution added that &#8220;the absence of clear implementing guidelines gave rise to various concerns such as the different interpretations of the law… and the proliferation of questionable and fraudulent transactions on the acquisition and the transfer of ancestral lands such as the issuance of Certificate of Land Transfers outside of the required process.&#8221;</p>
<p>The order was in line with a probe conducted by the House committee on national cultural communities last year which revealed that some ancestral lands in Baguio City were converted into subdivisions despite a provision in the IPRA law (Republic Act 8371) that ancestral lands cannot be sold to non-members of the same indigenous cultural communities.</p>
<p>&#8220;That is why there should be moratorium until the issue is resolved, Ifugao Rep. Teddy B. Baguilat, Jr., chairman of the panel, said in an interview. &#8212; NMG</p>

<p>THE Tampakan Copper Gold Project operated by the Sagittarius Mines Inc. in the triboundaries of South Cotabato, Davao del Sur and Sarangani is said to be one of the most dangerous mining projects in the world, according to an expert who made a study on the mining project few years ago.</p>
<p>Clive Montgomery Wicks, conservation and development consultant specializing in the impact of extractive industries, said the Tampakan mining project is estimated to produce 2.7 billion tons of mine wastes.</p>
<p>He said the plan was to place the mine wastes on top of the mountain above the open pit mine site. If this is materialized, he said, the mine wastes will be stacked up to 300 meters high and will cover about 500 hectares.</p>
<p>Wicks said considering that the mining area is located just ten kilometers away from Mount Matutum, which is an active volcano, seismic activities within the mining area is high and thus the possibility of all the mine wastes going down to the populated area and down into the water sources is extremely possible.</p>
<p>He said the drilling of about 800 meters around the area of Mt. Matutum would also result to &#8220;induced seismic activity.&#8221;</p>
<p>He said despite the assurance by the mining corporation that their mine tailings dam will be strong enough, constant seismic activity would eventually destroy the dam and its toxic wastes would cover a very large farming area down the mountain.</p>
<p>In a statement, SMI corporate communications and media relations manager John Arnaldo dismissed Wicks&#8217;s doomsday scenario. He said they have complied with all the necessary measures to prevent such a disaster from happening.</p>
<p>&#8220;We have completed our Environmental Impact Assessment (EIA) studies in accordance with relevant local and international standards. These robust, evidence-based studies involved both Filipino and international experts and have taken a number of years to complete as part of our integrated mine planning process. The EIA identified the proposed measures to mitigate and manage the potential environmental and social risks,&#8221; Arnaldo said.</p>
<p>&#8220;The EIS and ESIA document the project risks and SMI’s commitments to mitigate these risks. We are confident all risks can be mitigated,&#8221; he added.</p>
<p>As to the project&#8217;s proximity to the active volcano, Arnaldo said a site specific hazard assessment was completed as part of the EIS, which included consideration of volcanic hazards.</p>
<p>Wicks, meanwhile, urged the Philippine government to involve not just one agency in the issuance of mining permits. He said the agriculture and fisheries agencies must also have their say on allowing mining companies to operate considering that mining has a direct impact on the destruction of crops and aquamarine resources.</p>
<p>&#8220;We don’t think the government has the ability to control what the mining corporations are doing. And we don’t think that even if you allowed mining that you are going to make money out of it. What you are making is enormous liability. The impact on food and water is going to be huge,&#8221; Wicks said.</p>
<p>&#8220;You have to have an interdepartmental, no one person must decide whether to have a mine or not. There must be involvement of other agencies like the agriculture and fisheries that will also be affected by the mining pollution,&#8221; he added.</p>
